Objective
• To manage the process of transfer of prisoners, whether Malaysian citizens or foreign nationals, who fulfil the conditions for transfer to the country of origin in order to serve the remainder of their prison sentence

Functions
• To manage agreements with other countries
• To manage the applications for transfer of foreign prisoners to their country of origin
• To manage the process of transferring foreign prisoners to their country of origin
• To manage the documentation relating to the handing over of foreign prisoners
• To coordinate and monitor the statistics of foreign prisoners from prison institutions
• To manage the applications for transfer of Malaysian prisoners who are serving prison sentences in foreign countries
• To manage the process of transferring Malaysian prisoners who are serving prison sentences in foreign countries
• To manage the documentation required to receive Malaysian prisoners
• To prepare the statistics of Malaysian prisoners who are serving prison sentences in foreign countries and those who have been transferred back to Malaysia

Functions according to Unit:
Unit for Prisoner Transfer out of Malaysia
To manage the process of transferring foreign prisoners to their countries of origin, subject to the terms and conditions agreed upon

Unit for Prisoner Transfer to Malaysia
To manage the process of transferring Malaysian citizens who are serving prison sentences abroad in order to serve the remainder of their sentences in Malaysia, subject to the terms and conditions agreed upon

Programmes / Initiatives
1. To prepare and complete the draft act and regulations as well as the forms relating to the transfer of prisoners
2. To prepare and complete the standard operating procedures to be applied by the department in the process of transferring prisoners
3. To cooperate with the related agencies in facilitating the work process and functions of the department
4. To be involved in the preparation of agreements between foreign countries and Malaysia
