The Religion and Counseling Division was established through an appointment warrant approved on 15 February 2018 to provide services to staff and inmates in the Malaysian Prisons Department. Earlier, the Psychology Unit and the Religious Unit in the Malaysian Prisons Department were under the administration of the Prisoner Management Division. Back then, the service was only focused on prison inmates.

However, recognizing the importance of psychological services and religious management should be extended to staff, the Malaysian Prisons Department has taken the initiative to expand the functions of both services through the creation of the Religious and Counseling Division.

 

OBJEKTIVE

  • Establish policies, sources of power and spiritual programs as well as interventions for the needs of staff and prisoners/ detainees/ inmates in the Malaysian Prisons Department.
  • Provide services to staff and prisoners/ detainees/ inmates in need from a spiritual and psychological perspective.
  • Monitor the implementation of spiritual programs and activities and (Muslim and Non -Muslim) counseling psychology at the level of prison institutions.
  • To produce Islamic Affairs Officers, Assistant Religious Teachers and Psychological Officers in the Malaysian Prisons Department who are competent in the field of imprisonment.
  • Be a liaison to agencies and NGOs related to the spiritual and psychological needs of staff as well as prisoners/ detainees/ inmates.
  • To be a reference center for matters related to religious and psychological affairs by other divisions or agencies from the perspective of imprisonment.

 

There are 2 sections under this Division which carry out the following activities:

Counseling Psychology Section

  • Coordinate and monitor the Department's Counseling Psychology services.
  • Plan to improve the quality of Psychology Counseling services of the department.
  • Plan development programs for department staff.
  • To plan development, prevention and rehabilitation programs for inmates / prisoners / detainees in departmental institutions.
  • To plan and provide guidelines and promotions related to Counseling Psychology services in the department.
  • Plan and prepare annual budget estimates for the Counseling Psychology Section.

Religious Affairs Section

  • Formulate and analyze the needs of religious education and training for staff and inmates of the Prison Department.
  • Assist in researching and adding value to matters related to the teaching and learning of Islam for staff, prisoners, detainees and inmates
  • Provide advisory services and add value to more effective religious programs to drive the liveliness of mosques and suraus staff and residents.
  • Develop and monitor the implementation of appropriate modules for the needs of staff and residents related to Islam
  • To plan and provide courses/workshops/forums related to spiritual training and education programs for staff and residents.
  • To establish cooperation between religious agencies at the central and state levels in relation to Islamic religious activities of staff and residents.
  • Inspection of spiritual training programs for staff and residents implemented by the Institution.
  • Assist in the development and evaluation of the modules developed to see the suitability of the needs of staff, prisoners, inmates and inmates.
  • Monitor the implementation of teaching and learning activities by Prison Institutions to staff and inmates.
  • Facilitate, review and coordinate activities and programs of other religions in the institution.
